Maine is an outlier when it comes to voting rights as felons can vote while in jail or after the completion of their sentence.

How Can A Felon in Maine Restore Their Voting Rights

A felon does not need to restore their right to vote once they have been released from jail or prison. Instead, they can vote while they are still incarcerated. Whether they is serving time for a crime or out on parole, they are free to vote in a primary or general election. All you need to do is register to vote.
You are eligible to vote in Maine if you:
Are a U.S citizen
Are a resident of Maine
Are at least 18 years old by Election Day
Live in the precinct where you vote for at least 30 days prior to the election
You may preregister to vote in Maine
at the age of 17
o register to vote in Maine you should provide one of the following:
Your Maine Driver’s License Number
Your Maine ID Number
If you do not have these IDs, you may provide:
The Last Four Digits of your Social Security Number
If you are registering to vote for the first time by mail, you will need to provide a copy of a valid ID. Acceptable forms of ID include:
ID Card
Utility Bill, Bank Statement, Government Check, or Paycheck that Shows your current name and address
Valid Driver’s License except one issued to an individual that is not a United States citizen
Government Issued Document that shows your current name and address
You can alternatively show one of these documents when you vote to complete your registration.
Voting In-Person
If you registered to vote in Maine, you may be required to present valid ID if you are voting for the first time or your registration is incomplete. You can use any ID from this list:

Current and Valid Photo ID
