Felons from Vermont, including incarcerated individuals, have never been disenfranchised from voting since the founding of the state. However, the state does not maintain records on the number of inmates who do vote regularly.

How Can A Felon in Vermont Restore Their Voting Rights

If you meet the above criteria as a felon, then here are the other requirements before you can register to vote:
You are eligible to vote in Vermont if you:
Are a U.S citizen
Are a resident of Vermont
Are at least 18 years old by Election Day
Take, or have previously taken, the Voter’s Oath
To register to vote in Vermont you should provide one of the following:
The Last Four Digits of your Social Security Number
Your Vermont Driver’s License Number
Valid Pilot’s ID
Your Vermont ID Number
If you are registering to vote for the first time by mail, you will need to provide a copy of a valid ID. Acceptable forms of ID include:
Valid Driver’s License except one issued to an individual that is not a United States citizen
Utility Bill, Bank Statement or other Government Document
Valid US Passport
Voting In-Person
If you registered to vote in Vermont, you may be required to present valid ID if you are voting for the first time or your registration is incomplete. You can use any ID from this list:
Valid Vermont Driver’s License
Valid US Passport
Other Government Document
Utility Bill
Bank Statement
